Cedar Link was born from a simple but radical observation: the Lebanese administrative system is not broken by accident. Carlos brings the strategic vision and technological architecture behind Cedar Link. Hassan is the institutional bridge that makes Cedar Link possible. As the current serving Mukhtar and son of a Mukhtar, he carries three generations of public service relationships — with the Mukhtar network at the national Association level, Civil Registry departments across all governorates, Traffic Management authorities, and government ministries. These relationships are Cedar Link’s most valuable and irreplicable asset.
